"Fairness" is a very poorly defined and rather vague concept - so if you could be more specific what extremal property you would like the spline to have, it would be helpful. (I assume you are familiar with the classical Holladay's theorem on minimal curvature property of cubic splines and you are looking for something else.)
As Yuliya indicated "fairness" is not an objective feature. However, most of the ways to define fairness criteria usually are given in terms of minimizing objective function that involve expressions of curvatures. A good example can be found in the work by N.S. Sapidis and in particular in this book as shown in page 78 expressions 5.3, 5.4 etc
