Different developmental states put different public intervention programs, so as to improve the livelihood of their citizens, especially the low income segment of the society. In this regard, let me share briefly the experience of Ethiopia government, developmental state in power. As housing is the most critical problem in the major cities of Ethiopia, the government had introduced different housing project schemes, such as 10:90, 20:80 and 40:60. Where households save 10%, 20%, and 40% of the total cost of the house and the respective balance will be provided in the form of credit.

Moreover, to encourage private sector investment through machinery leasing scheme government finances 70 up to 80% of the project cost by supplying machinery.

In Croatia most recently we had VAT downsize by 50% for food, children care products and medicines. Before that, subsidies for housing of young families.

In the context of the above considerations, I also propose the following research problem:

How should the national, pro-development housing policy be shaped?

In my opinion, construction is such a booming and developing sector of the economy. However, in the context of the current processes of long-term business cycles, the slowdown in economic growth recorded since the end of 2018 in many countries and in the context of the state finances, the following are the current questions.

In my opinion, construction is the key pro-development sector of the economy, which also significantly affects the material situation of citizens. Housing and social policy are usually important elements of socio-economic policy, which significantly affect the standard of living of citizens. However, in the context of the current processes of long-term business cycles, the slowdown in economic growth recorded since the end of 2018 in many countries and in the context of the state of state finances, the following question is up-to-date:

In a situation of a balanced state budget, a low level of indebtedness of the state finances and current economic realities, can a large-scale state-supported housing policy and social policy be promoted and promoted on a large scale?

In connection with the above, the key questions are as follows:

- Is the housing policy based on the state-supported construction of affordable housing for citizens and the system of family-related benefits paid to raise fertility in society as part of social policy are good instruments for pro-development socio-economic policy?

Should the goal of socio-economic and public policy be to build a prosperous economy?

On the basis of the above considerations and conclusions from the discussion on interesting issues discussed, I formulated the following thesis that the goal of improving interventionist, pro-development, Keynesian socio-economic policy of public policy should be to build a prosperous economy.

Below I have described the key determinants confirming the formulated research thesis. To the above discussion I would like to add the following conclusion formulated as a summary of my earlier considerations on this topic: Determinants of interventionist, pro-development, Keynesian socio-economic policy of public policy as a policy aimed at building a prosperous economy.

For many years, the opinion that social and economic policy as well as public policy should be aimed at building a prosperous economy should be dominant. Public policy, including social policy, should ultimately aim to meet the needs of citizens. In countries where a prosocial democratic system works efficiently and thus the participation of citizens in shaping public policy enables the design and implementation of such public policy as citizens and voters expect. However, not always planned as a pro-social public policy is properly conducted by the government.

This can happen in the situation of the emergence of a significant global recession, i.e. a strong slowdown in the economic growth of the global economy, which has a significant negative impact on economic processes in a given country. However, the extent to which economic growth will slow down in a given country depends on many national factors, such as the level of public debt of state finances and the deficit in the central budget of the state. In addition, the level of domestic productivity, investment, unemployment, citizens' income, consumption, inflation, interest rates, etc., which directly and indirectly determine the financial, material, housing etc. of the citizen, is also important.

The state, having the instruments of pro-development economic policy, tries to activate economic processes, activate entrepreneurship, innovation, investments, etc. so that the economy develops effectively and citizens receive high remuneration, to improve the material and financial situation of citizens, etc. citizens expect this and in a country with a democratic system they choose a government that implements just such a plan to shape pro-development socio-economic policy to build a state of economic and social well-being. In a state of economic and social well-being, citizens should feel happy. In the publications available on the Research Gate portal I described the instruments of pro-development socio-economic policy on the example of the Family 500 Plus Program and the Flat Plus Program (Flat Plus Program). During the SARS-CoV-2 (Covid-19) pandemic in 2020, in order to counteract rising unemployment and the deepening recession of the economy, large-scale public financial aid from the state finance system was used for commercially operating business entities. Among the anti-crisis, interventionist instruments used by the government as part of active budgetary and fiscal policy, the dominant ones were subsidies for companies, non-repayable loans, temporary suspension of social security contributions, tax cuts, refinancing of fixed costs, subsidies to employees' wages, etc. Apart from this first anti-crisis measure applied as part of the soft monetary policy, there was a significant reduction in interest rates and the central bank's purchase of higher credit risk assets from commercial banks in a situation where they had financial problems. In addition, increasing subsidies for enterprises operating in economic sectors, such as construction; launching large construction investments in the public sector; offering subsidies to finance targeted projects, e.g. as part of financing innovative startups, are also important elements of the anti-crisis socio-economic policy applied during the economic crisis.

Due to the need to counteract the progressing global warming process and to implement the strategic goal of global environmental policy, which is to limit the increase in the average temperature level of the atmosphere by 1.5 degrees Celsius by the end of the century, it is necessary to accelerate the pro-ecological transformation of the economy. The key issue is the urgent pro-environmental transformation of the classic growth, brown, linear surplus economy to a sustainable, green, zero-carbon, zero-growth and circular economy in the perspective of the current decade. Therefore, it is necessary to increase the scale of pro-environmental state intervention, which should be one of the important elements of anti-crisis and pro-development economic programs. Unfortunately, as part of the anti-crisis, interventionist public aid programs offered to enterprises during the SARS-CoV-2 (Covid-19) coronavirus pandemic, pro-environmental state intervention was not applied to a large extent.
