The monetary dimension of welfare benefits wont percolate down to the needy bottom, rather siphoned off by the intermediaries, at least from the experiences of India. What I suggest is to ensure education and skill development training in a nondiscriminatory manner, enabling the poor and deprived to find the worth of their life. the involvement of many NGOs as catalysts of the downtrodden testifies this. their movement is small, but with tremendous impact. Once the people are capable and feel empowered through education and training they will find their opportunity, do not require the benevolent generosity of any one. hence education and training, only holistic solution.
Backwardness can be eliminated by good governance and utilisation of grant to fill the infrastructure gaps.More central funds should flow to remove backwardness.
