What type of productivity and whose productivity are you intending to measure? I hope literature can give you sufficient support for measuring productivity of different stakeholders whether they are students, employees, or others. You can find instruments for measuring productivity.

You should give more detail "productivity" you asked. it is like laboor productivity or capital productivity.

Productivity has to be specific

In this case productivity might be costs / output produced in all sectors (eventually all sectors which are using electricity). In the costs you have to add the external costs created by outages (damages, relevant opportunity costs of outages).
