What if, when census study conducted and population changes when the final draft of thesis is ready? if the researcher has conducted the senses study but the at the time of final draft the population has expanded.
Let me share the problem.
Suppose 10 banks are working in our area at the time of selection of problem. say in the year 2019. Researcher has taken the all the banks and done the senses study. The period of the degree is 3 years. after 2.5 years the number of banks has changed from 10 to 12. in such case how to write in sample selection ? What are the justification a researcher should give ? What are the reference of the same?
You simply have to specify in your thesis or dissertation the period in which you collected your data and list all the origins of your data. In the case of your example of banks, just list the names of the ten banks used in the study as well as the period in which you collected the data from these banks. If more new banks are established after your study, it does not affect your results which are based on the ten banks listed on your research.

Continuously collecting and analysing the data as well as updating the draft until the final thesis is ready for submission. In other words, since the degree period is three years and after 2.5 years, the number of banks has been assumed to have increased from 10 to 12, then include the two banks and redo the survey. The inclusion of the two banks can only, to some extent, affect the methodological and the analytical part of your draft. Of course, without changing the structure of the original questionnaire since changing the original questionnaire would likely affect your precedence chapters. I hope it helps.

Data collection procedures require time boundary and population boundary. You can set your population boundary by focusing on already-established banks and excluding the newly-formed ones. Excluding the newly-formed banks will not affect your study result, as Ako Doffou stated.
Simply add that in the limitation paragraph that your research is based on xyz years or time period. It always good to write limitations of your research study.

If your are taking every single part of the population its population study only. If a new bank come into existence during the study period you may exclude that but write that in limitation of the study. Suppose government is conducting a population census study and after conducting census survey (before submitting the final report) a new person born or die they will not considered that in the study that person will be counted in next population census study. Similarly you can skip that bank and write that in limitations. If your study is based on secondary data you have to skip that bank otherwise it will effect the entire result of the research and if study is based on primary data specifically depended on questionnaire you may consider that bank. Its totally depended on the researcher's prudence.
That is not a problem if you have collected data in 2019 and now it has changed. You need to justify your selection and carry on with the selected sample.
