What happened to the Indian labor market in 2010-2011?

I made the attached graph based on the ManPower skills shortage. (Compare Talent Shortage Over Time) India shows a drastic change in the graph in 2010/2011. What is the logical explanation for this change? Can this change be linked to the intensification of migration?
