How to interpret ICDD-PDF card intensity data?

On an ICCD-PDF card, what does the relative intensity data with "m" (eg. 117m) mean? And what is the reason when the relative intensity of the strongest peak is 999? (I understand, that is not percents but thousandths, but why the strongest line is not 1000?) And how to interpret "117m" in the cases when the strongest line is 100 and how when it is 1000?
