I suggest you to reduce the target displacement and check. The software must run at least till the target is reached. If the software stops before reaching the target, then you must change the non linear parameters
Performance point tells where structural engineer may expect yielding; which Base columns and which Floor beams. This can be very valuable in performance-based designs when determining the amount of ductile detailing required in the columns and beams. All elements beyond Performance point are routinely detailed.
I guess you have chosen your performance criteria based on design level (DBE). Try to check, in IO, where the first hinge forms. If it is in beams, no problem, as it satisfies strong column weak beam condition.
You can also check the iterative scheme you have used for the nonlinear static procedure.
