Ledalab and PsPM (the old version is called SCRalyze is probably out there somewhere, too) are free Matlab-based toolboxes which analyse SCR.

I do not use Biosemi hardware, but from memory I don't think it does what you want.

You can use BVA to do some heart rate analysis, and I believe GSR. 

In terms of toolboxes,  Kardia is another Matlab based toolbox, but for HR data.
