It not too difficult to assume that one of the most important (if not the only one...) factor s the temperature.
Probably the ground temperature has to be over a certain value for a number of days.
It would be of great help is someone can indicate results of the studies involving measurements of temperatures correlated with the timing/start of migration of newts (from temperate regions).

Verrell & Halliday (1985) have night time air temperature of 5C as the cue for migration in Triturus cristatus and Jehle, Thiesmeier & Foster (2011) write "The first migrants are usually recorded when night air temperatures remain above 4-5 C, with migratory activity peaking during and immediately after consecutive humid nights"for the same species.
