Several factors affect regional development . Some factors affect directly while others influence indirectly but still they have an impact .Regional development is  a complex situation and should be viewed with a  multi- dimensional approach.  

• Firstly , the strategic location has a big advantage , in terms of connectivity land ,air and water .
• Politicians at local , regional and national levels could play an important role in decisions related  to regional development. 
• Availability of natural resources  could be a deciding factor , sometimes in terms of productivity and sustainability.
• Human resource availability  depending on the skill level  may  influence the regional development .
• Industrial Clusters are widely known for certain region development . In 1990s  , the success of Silicon Valley in California is a good example  for IT cluster .
• Promotion of Industrial parks and Export Processing Zones  with generous subsidies and tax exemptions could  lead to regional development .

One area to explore would be literature on regional innovation systems.

unfortunately, to my knowledge strong research on multiple factors was not done yet, since sciences cover different elements and not only that people find limited interest in multiple factors but they also have have not sufficient understanding of interconnectivity of different factors but in general i agree with previous answer, however i assume you will have to deal with individual factors or better try to get the literature how different sciences contribute to the term of regional development and then combine your own model/understandng - i am working n something similar for Slovenia right now and i need to combine everything form natural resources to legal frame and administrative and business culture. But in general i would assume on current state of my "findings" that there are two main factors - one is natural artefacts (from geolocation to natural resources - including water supply), second one is society - or social culture which dominates the course how people act in order to reach higher level of development (basically i am saying if people are willing to work or they wait for someone to give them job, if they do the easy stuff like cut all trees and use them and than wander what now or they think about how to reuse the resources - i am sketching but i hope the idea is clear)

Market is a major pull factor wherein all other localisation factors as skill, capital and raw materials are directed. Superimposing on it are whims of political class, not a well thought economic policy, leading to accentuation of already existing regional inequalities. Corporation generally choose locations which are profitable and these are those which have effected as pull in economic history, otherwise they will not open even their sale outlet in other places. It is the situation in the developing world.

Following along the vein of location theory, regional science and economic geography, space and distances between points of production and consumption may be treated as endogenous factors with parameters specified for accessibility, proximity, network effects, spatial diversity and density (including other measures of  spatial contiguity). These as a mix determines the trajectory and resilience of regional economic growth. All in all there is an increasing recognition that history matters;that a biological metaphor is much more insightful than a mechanistic one; that scaling laws are as important in determining the growth rate of city-regions as they are in regulating the metabolic rates of biological organisms.

All regional factors can be classified as two folded in one. The ecological and economical combined as global and total. however regional development is an offspring of the territorial and environmental developments.

Both physical/  environmental  and socioeconomic factors  are major  factors which affect the  regional development.

Specially  socioeconomic factors which consist of human resources ( expertise, skilled people etc..), financial supports, infrastructure facilities etc.. influence regional development.

I appreciate all the learned responses. However, my view is closer to that of Fareena with an addition of social capital. In my view, human capital and social capital may attract capital, entrepreneurs and give competition to strategically located regions/industries. Entrepreneurs and required natural capital will come to them and infrastructure will be developed for such a region to facilitate import and export and transactions. Development of Japan and Corporate's' practice to outsource jobs in areas of required human capital testify this view.

Regional development in a country is subjected to global and local contexts.Diverse factors affect.The natural and human resources are prime requirements,the policy framework of the country and institutional setting induce growth and development of regions.Global processes and forces inevitably shape the development scenarios of the regions in countries now adays.

Abstract

Studies related to the regional development have been done, in both the developed and developing countries

to reveal the factors that lead to lameness regions. The aims of this study focus on analyse about the regional

development disparity and the factors that affecting the imbalance among regions in West Papua province for

a period of 2005 to 2014. The result based on Williamson Index, it showed that a fluctuating trend of

inequality in regional development in West Papua Province tends to increase of that period. At the same time,

the result further suggested that an econometric model of panel data regression using GDP per capita (X1),

population (X2), funding balance allocation (X3) and Human Development Index (X4) as independent

variables as well as Williamson Index value as dependent variable, simultaneously, all vary significantly.

So, you should build an multifactor model (Y=f(x1,x2,..,xn)) and analyse the most strongh of them.

For build the model we used ANN or GMDH.

There is no single direct answer as factor affecting regional development. but there are some very critical points which directly or indirestly have impact on regional development. to mention some

1. Location where a regio is located plays key role on its regional development as location is linked with resources, politics and diplomacy, route for trade and markets.....

2. resource base both the natural and human capital plays vital role in regional development. natural; land, water,minerals, oil,.... skilled man power as key factor to affect regional development mainly through decisions

3. level of industrialization and expansion of urbanization

4. technology and innovation

5. politics, peace, stability, institutions, rules and regolation generally good governance
