What effect does the external heavy atom effect (EHE) have on -intra or intermolecular energy transfer? Generally in regards to heavy atom effect and the resulting Spin-Orbit coupling -> intesystem crossing -> triplet population changes.

Generally energy transfer time scales and diffusion time scales are way different. So they will not have any effect in dilute solutions. Typically diffusion time scales are roughly three orders of magnitude slower than energy transfer timescales.
But in highly concentrated solutions of the heavy atom, some effect can be seen. Only heavy atoms present within certain distance around the fluorophore could approach the donor during its lifetime and influence.
Collisional quenching will also happen in parallel.

There is unable to obtain simple answer to your question without detail theoretical quantum chemical anallysis of a representative set of systems. There are effects of the heavy atoms at the first place.
