First, if at all politics should be considered then I could accept the university president being a politician in order to bring in resources to the institution.
But the dean should never be political. It must be academic and actually chosen by a committee made up of the faculty of science who recommends to the administration. If a dean lacks a scientifc thought training and qualifications he or she will never be respected by faculty and the programs will be disjoint.

It is an Administrative Position.
But it is better to be chosen from the best scientists/teachers of that particular university or other.
In reality, political connection for selecting those positions cannot be denied.

In my opinion, President position is political position but dean is academic position.
Should be managerial positions, but often are related to politics.
The first is political within a certain degree depending on where on earth 🌎 the University exists. The other two positions are purely academic I think.
Politics is involved in everything.
But in my personal opinion, both the president and the Dean must be purely scientifically with high political skills.

Of course, the dean is a political post. The dean determines the strategic directions of the faculty development. A professor is a scientific position. The main task of the professor is to conduct research and training students.
The University president for 'Board of Governors' of a university are political as they are nominated by the Government. The Dean of Faculty are administrative or scientific positions as they are nominated by the Board of Governors of the university itself based on Seniority level (among Senior Lecturers, Associate Professors and Professors, however, you should also note that Dean of faculty are on a rotation basis, maybe for only three (3) years.

Both the positions,should be scientific, but most of the time politics creeps in which is unfortunate.
I think the presidentship of the university is a political position. The faculty dean covers both positions (political and scientific). The status of these positions may vary according to the countries' and universities' systems.

Interesting question with no simple straight forward answer.
There are motivation and stimulation covering each case.
What is expected by the regulations governing the position is not necessarily matched the motivation/s internally.
That is why independent and impartial assessor/ needed.
The superiority of the machine helps the hidden agenda and politics to be detached for facing realities.

The positions of representative of the university or of the faculties must be scientific. They must be chosen by the university community among candidates who accredit academic and research prestige and extensive university experience. These representatives are the face of the university that society sees, it also has to handle very specific issues, establish the lines of action of the university in academic and research fields and, on some occasions, will have to face the political power in defense of the interests of the university. All this is not really possible if the top representatives of the university institutions were political positions.

They choose him in that political position , but they can not put any politian instead because that position should be with a scientific background .
Especially in the developing countries , they choose the one from the scientific and univerity career yes , not according to their scientific values but according to their political desires , they choose the one who can serve their political issues more .
