Problems at times is locale specific and may not be applicable to other regions. The issues may not be of international importance, but this should not undermine the quality of research conducted since, it may not get published in an international journal.
Publication in high Impact Factor journal = Quality of research of the published article is also high at the same level.
And Vice versa.

I support Prof. Pattanayak. the impact factor of a journal determines the quality of the publication.
High impact journal in your own discipline. certainly! What I meant was that in certain quarters, the score card drawn for various jobs takes the impact factor across journal and have the same formula for converting into a score for an applicant. Its just a thought that has been nagging me, not a personal issue.
