It becomes extremely difficult for each jurisdiction to investigate, locate and bring to justice the offenders. The coordination with local authorities, laws, and rules of procedure and evidence add an additional layer of difficulty. Combine this with the sad truth that some local authorities may not want to prosecute offenders as they are bringing money into their economy.
