Although the site looks pretty professional (though photo's are a bit too fancy) I estimate this, looking at above mentioned arguments, as something to stay away from.
Publishing in a European university journal raises the scientific value of the research, especially if it is in a British or German university. Because these universities have a global scientific standing. He is not considered a predatory editor because the Arab researcher needs that.
Publication in a Scientific Journal and/or in a European university journal supports different knowledge, confirmation or opinions on the results of each researcher in his studies (given that each study also has future limitations and challenges). Moreover, dissemination constantly helps to strengthen the academic environment globally, and knowledge contributes to scientific progress in all fields. All the best and success in your research!
There seems to be some misinterpretation of the question here. The question is NOT whether it is good to publish in journals associated to European universities (which indeed most of the times is a safe choice).
