I clearly don't understand what is it that you found.
but as what i understood from the question, my answer is, US and Canada are known from extreme weather conditions (heavy winds high expansion and compression ratio and tornadoes) so the structural designs are made such that the structure can hold 30% more than design requirement.
We are not in 2008, any research or books older than 10 years are not used for practical purpose in US they keep updating. So I think you may have to update yourself, if you want I can send you the latest construction specifications that are followed and references (books) IBC code and stuffs.
