It is possible, especially if propeller is electrically-driven in ducted-fan configuration.
But the idea is not mechanically attractive, because blades would be in compression, and modern materials are stronger in tension rather in compression. Also, without central hub, rigidity of propeller will be lower. If you have some special (rigid and strong in compression) material in mind, you can investigate if some weight savings are possible.

A floating propeller with induction drive built into the rim would be possible, but probably more costly and less stable than a central axis.
