A snowball sampling method will be used. But because of diversity issues, I plan on monitoring the demographics of the respondents and target those under-represented groups while looking for more respondents through snowball sampling. Overall, what do you call this sampling technique? Or maybe you can recommend a method that is similar to what i intend to do?

It is still snowball sampling if you use one respondent to reach out to another. However, since you are choosing those who are under-represented, you have inclusion and exclusion criteria wherein you choose to include such groups of people.

What if some of the respondents were reached through recommendations of others who are not respondents to the study? Will it still fit the snowball sampling method?
As for the inclusion and exclusion criteria, is it just a matter of explanation? Seeking out those underrepresented is already conducted in the middle of data gathering when, for example, there were more females than males. So, it is still basically called snowball sampling?
The sampling method you describe is a modified form of snowball sampling, often referred to as targeted snowball sampling or stratified snowball sampling. I suggest you review these publications:
