If you have more "no/no" than "yes/yes" values, the prevalence index will be negative. Conversely, if there are more "yes/yes" instances than "no/no", it will be positive. So, it is the absolute value that is important.
Same is true for the bias index, it is just a matter of the direction of the "bias".
