What criteria should a new journal follow to get good indexing in a short time?

Any reputable new journal needs to have a several-year plan - so it depends what you mean by a short time? The plan is about setting up a solid need for the scope of the journal and finding the 'knowledge gap' that is not already covered. It takes a long time to contact established publishing houses and submit a 'market-appropriate' proposal and agenda - before acceptance.

There is no such criteria. Every single steps or achievement in due time. Short time which sometimes leads to shortcuts as a results standards are not properly followed and the journal falls in the trapping of becoming predatory.
Indexing systems such as PubMed are looking into several issues in assessing a journal. 1) The journal should be issued for about 5-6 years, 2) Evidence of release each issue on time with no delays, 3) quality of peer-review process and Evidence from reports, and rejection rates, 4) quality of articles published, 5) the number of citations and number of papers cited. 5) Who reviewed submitted papers, a list of peer reviewers and editorial board, and other areas to ensure that the journal is at the standards and can continue, and mechanisms in place and there are continuing improvements in the quality of publications. Many times, it will take 7-10 years for a journal to be listed in PubMed.

All new journals if I am not wrong require several years to be first recognized as legitimate research journals this goes with the quality of papers and review processes. So there is no shortcuts unfortunately patience is the keyword.
