There might be some substances that give rise to wrong TOC and TN readings. Otherwise, both of them can only decrease. By which methods are both measured? In the case of TOC, what comes first to my mind is that there is some contribution of inorganic carbon in the test. If inorganic carbon in the form of carbonate/bicarbonate is not expelled from the solution by acidification before the TOC analysis, it may lead to some interference. I think that by TN you mean the sum of TKN and NOx-N. Probably, during treatment some compounds are formed that lead to wrong analytical results. Or another possibility is that the initial TOC and TN analyses are somehow wrong. If you report about your wastewater and the treatment procedure, I can be more helpful.
It is also possible that some of sludge hydrolyzes under certain conditions, this means that some of the organic matter and N in particulate form (biomass) is now released into solution.
