Attached is the uv-vis spectrum of graphene oxide with another material.
What could be the reason for
1st. the peak shift from 230 nm to 245 nm and
2ndly. the fluctuation that is occurred in wavelength below 235 nm
2. The fluctuations below ~230nm are because there is no light, and the instrument is measuring noise.
1. given the fact that your absorbance is not measured correctly below ~230nm, you cannot trust any peak positions.

The substrate is a metal ion+ a clay mineral.
Could it be happen due to the agglomeration of GO?
or the noises might be occurred due to the transformation of GO structure?
So is it a reflection spectrum?
No, in fact the absorbance is measured vs wavelength.

Absorbance vs Wavelength is what is shown on the screen - do you shine the light through the sample and measure on the other side???

Well then the transmission below ~250nm is too low.
you can check by just recording a blank spectrum.

The noise in the UV region comes from the substrate that you used, for sure, not from GO film at all. Have you measured the spectrum of your substrate alone? This is very important to do so to understand the spectrum of your sample coated on it.
