External? (rocket engine)

Internal? (car engine)

What is the fuel and the desired power density?

In general, for maximal Carnot efficiency you want the cycle to span the greatest possible temperature - which implies the highest tolerable pressure for a given design.

Do you have a fixed design, or is this a blank slate?

I was planning to construct a small power industry for house hold at my village. The maximum number of houses are apx 1500 in my village. 

And the fuel is biomass (sugar bagasse, rice hust, etc) which is readily available. 

I thought of construct one birk based shell and covered with stainless steel for combustion chamber if operation is at 1 atm.

Still in my mind. As of now I have not implemented yet.

Hello, the combustion chamber is not the place where you boil water to steam. This is the place where you must maintain combustion while avoiding carbon and biomass particles to get out of the furnace. Accordingly, the pressure must be a little bit negative (under 1 atm). A Forced draft fan push the combustion air and a induced-draft fan pull the flue gases to the atmosphere after the heat exchange to the boiler. Now, concerning the steam side, the pressure of the steam depends on the steam temperature you need for your application. Have a good day.

Your design largely depends on what kind of energy you want to take out of your process, electricity, heat or both.

Anyway, it is crucial that your heated steam circuit is separated from the combustion chamber itself.

Another point is you combustion process. As you are planning to burn a large variety of fuels with different aggregate states (solid/liquid) you need a combustion system, that is robust and more or less independant from the fuel. From this precondition you can deduce that classical systems, such as a diesel engine etc will not do the job, if you do not want to do complicated pre-treatments.

Personally I would recommend you to consider using a stirling engine, where you have a piston which is heated from an outside source (your combustion) and generates mechanical energy by a piston which moves water from one side to the other in a closed circuit. This mechanical energy can then be easily transformed into electricity. When looking at the principle drawing (for example on the wikipedia article http://en.wikipedia.org/wiki/Stirling_engine), you see that for its functionning you need hot source (your combustion) and a cold source. This cold source could be water, which would then be heated up (by taking the heat from the system) and used as central heating for your village.

For 1500 households you need at least 

For 1500 households you need at last 1 MWe steam turbine-generator and a steam generator of 7-10 MWt.
