I would like to evaluate activities of an organization working for small and medium enterprise development and promotion. What could be the best process? What are the major parts of it?

A survey should suffice for gathering data from the users of the service.
if the evaluation/research objectives are clear ("what do I need to know?") before you begin then this will help guide the design: i.e. the research method to be employed, data collection method, data analysis/presentation and interpretation; and determination of findings/conclusions. The strategic choices for each element should be guided by the objectives, and each choice should be complementary to the next and to the overall goals for the project.
First of all specify te manadate of the institution and list down in detail the activities undertaken and the performance in terms of each.
The impact may be in terms of trainings imparted, number of persons guided, their performance in the field and other positive and negative impacts. If possible try to quantify the data to pinpoint the impact exactly.
Generally the impact is studied in terms of socio--economic parameters such as employment, economic improvement, women empowerment etc. Environment impact such as saving in water, air polluutionj, health of human, animals, plants etc. could be taken.
The evaluation process should be guided by the main and specific objectives of the SME and the evaluation should target the beneficiaries of the SME and the implementers who will give the procedure used to in implementing the project. Depending on the type of SME, structured questionnaire plus any other suitable tool of data collection will be used to get the data needed to enable you to do the analysis that will give answers to the stated specific objectives as per appropriate tool of analysis used.
