I have bonded samples consisting of above mentioned epoxy and ordinary Portland cement paste. I'm having trouble finding a cleaning agent (other than water) that wouldn't react with the epoxy.

You can try few of them:
1. Wash with IPA (Iso Propyl Alcohol).
or
2. Wash with Benzyl Alcohol
or
3. Wash with the combination of N Methyl Pyrimidine and Benzyl Alcohol (careful: very reactive)
