What characteristics should be in cloned files to detect clones in a single file?

If anyone wants to find a clone in a new file (code) without knowing source code ( Main File), Should I count the program counter? This will give us program running information, but is it the authentic way?

I would like to request you all kindly help me to find the solution of above mentioned two questions.
