A weird matter indeed. The journal indicates on their homepage that their former title was “International Journal of Latest Trends in Finance and Economic Sciences (IJLTFES)”. This title was published by “ExcelingTech publishing company” (https://ojs.excelingtech.co.uk/index.php/IJLTFES ). A publisher (http://ojs.excelingtech.co.uk ) mentioned in the Beall’s list (https://beallslist.net ).

Since 2018/19 the publisher behind journal “International Journal of Finance, Insurance and Risk Management” (https://journalfirm.com ) is called “International Strategic Management Association (ISMA)” (https://isma-edu.eu ). This publisher is also the publisher behind “European Research Studies Journal” (https://ersj.eu ), a journal that used to be indexed in Scopus (https://www.scopus.com/sourceid/21100216333 ) but according to the ‘Scopus content coverage’ they published a suspicious higher number of papers in 2017 and 2018, most likely the reason for their discontinuation. In other words, it looks like a publisher that in recent years is surrounded by issues. Your case is most likely an (desperate) attempt to create content for their journal (but with your name, correct affiliation etc. a way too easy to detect fraudulent attempt). It is hard to predict whether people who knowingly perform such fraud will respond properly when you demand retraction.

The situation you describe is very unusual indeed. Being well away from legal expertise myself, I would advise that you leave this in the hands of your university/faculty if they are pursuing the matter in this way. I would leave the legal matters to others and keep producing good research and publications. I suspect that is what you are more comfortable doing.

I trust you have addressed the matter well with the Chief Editor and I would be most interested to learn of their perspective also.

I have never heard such kind of things in the first place. I am sorry that I have to tell you the fact. It is better for you, but I am not sure if you like it or heat it, but this is a fact. My advice is this you accept the offer and move on. Of course, that is not easy because changing the similarities only of the whole paper will not satisfy the paper publication process. You have to do much more than that, including modifying the title, the empirical results, and so on, but you do not have any other option. Pursuing the issue legally through your institution or yourself will not finally benefit you because you had already agreed to show your work in SSRN journal format. They did not force you; they only asked. You had the right to say no. Therefore, my advice for you is to follow every step they need from you and get your paper published. Then due to the circumstance surrounding the issue, maybe they will give you a discount or publish your article free of charge and faster. Otherwise, you will spend your time and come out with nothing. I am sorry, but this is a fact.
