When a dopant is substituted to a particular site, it is hardly critical to determine if the dopant actually goes to the desired site due to factors like electron affinity to the other elements on the compound. Is it possible that via percentage addition, the doping method can be much better given that substituting is not happening?
substitution is reduction of A atom then trying to replace it by B atom. Percentage addition is adding %x to the bulk compound.

Assuming comparable sizes and other properties, substitution should occur at only low concentrations. Therefore, to assure substitution you need to be careful about the concentration levels of substituents.
At higher concentrations the following may occur (depending on solubility of solid solute in the solid solvent):
1) Dopants may cause more chaos and more disorder.
2) Phase change may occur
3) Dopants may immigrate to the grain surfaces
4) Dopants may go to interstitial sites and if they are large enough they cause disorder
Therefore, percentage addition/concentration should always be carefully controlled based on desired characteristics.
Moreover, the issue of concentration may depend from system to system.
