It depends on how you want your communication protocol to work, but you are most likely looking for IEEE 802.15.4 devices: http://es.wikipedia.org/wiki/ZigBee (not necessarily Zigbee if you want cheap). This protocol is LPC (unless you plan to be transmitting ALL THE TIME) and it works point-multipoint. It is supported by almost every microcontroller family. I, for example, use MSP430 f5, but there are cheaper options. It is not advisable to send large data volumes via 802.15.4, because it is sensitive to interferences in its band (WiFi, BT, etc), but it is pretty safe for small packets in areas under 10 meters (the usual stuff for swarms).

You might also want to check IR communication, very usual in low cost swarms if robots are within areas with good visibility. RF should be more robust, though.

Firstly, as you are asking for swarm robotics, you might have some parameters to be watched like Size of the whole system and Cost.

If the above was your case then you may like a cheaper and smaller solution and if you can choose a controller from (8051 or MSP430) you got so many options which were also cheaper.

1) You can go with TI's SOC's which comes in two varieties,

a) SOC of Micro controller unit and zigbee unit

b) SOC of Micro-controller unit with RF (1GHZ) transceiver

its upto you...

2) You can use your own controller networked with any of the above SOC's

3) You can use low cost miniaturized zigbee or RF transceivers from the below catalog attached.

As you are interested in sending images, you will need a wireless communication device with higher data rate. So as of i know to send a continuous bulky data you can go with WiFI solutions. i.e, you can establish a wifi network between your swarms so that you can achieve higher data rate.. I think you can find some WIFI aided SOC's like CC3000 which can be networked with your application processor. Or else you can get cheaper Wifi Transceivers such as WL1271-TiWi.
