I've some contradictory information about phosphate coating. Here are some;

1) iron phosphate is applied as a primer and baked before actual powder paint coat so that the powder coat adheres to the surface well. This is a sequential process in production line.

2) The phosphate coating is applied for corrosion protection for parts to be kept for months, that go in transit/transported. Before applying the paint coat, phosphate coating is scrapped off.
