In fact, this is depends on multi factors, some are mentioned by other colleagues. That means it depends on the types of the college, types of the of the department, types of the speciality that the institute want to graduate or export. As well as, for the need or labor market requirements , in addition to the eligibility audit requirements and the standard dependence factor of variant academic professionalism of the teacher (lecturer) capacities, and many other different specific precise factors.
