Different stakeholders view should be included. We are going to make a survey for possible street design modifications (ie.:traffic calming, pedestrianisation, freight delivery zones etc) for a road in the city center.
Stakeholders are: city authorities, public transport operator, businesses owners, residents, customers/service usuers.They have differet criteria to evaluate proposed solutions, which needs to be identified. This survey may be used in the MAMCA analysis - Multi Actor, Multi Critera Analysis.
Hi I would recommend you taking a look at the theories regarding urban sustainability. A great source for this is the wonderful book by Dr. Mark Roseland (Simon Fraser University): Toward Sustainable communities.
I would suggest publications on MCA in trasportation sector. A good references are the books of Peter Nijkamp and Peat Ritveld (Free University of Amsterdam). An application of MCA on trasportation sector, not in urban context, is linked on my profile

Hi, I researched the similar topic two years ago, and I can offer you my paper from Transport policy journal - One approach for road transport project selection. In that paper we used multi criteria ranking model (made for stakeholders) in order to verify results of traffic analysis. Problems in that paper were similar, and maybe it will be helpful. Besides the current issue, I'm drafting the outline for MCA for selecting the public utility transport connections on the regional level.
