We are doing an international survey of how wind turbines and wind turbine noise are addressed by planning authorities and states around the world. What are the guidelines or regulations in your states? In particular, do they only address:
- Residential areas
- Other areas where people work or stay?
- Protected areas?
- Wildlife habitats?
- Certain species/ecosystems?

I have been following various developments of non-fossil forms of energy like wind, sun, water, geothermic, etc., and the way they're planned, when they are, by local and national authorities and private companies, as well as how they are received and perceived by local populations and people at large. I noticed that most reluctant attitudes come mainly from fear of change and misinformation from fossil energy suppliers, particularly the oil industry and its derivatives like plastic manufacturers.
I think that one major aspect of the problem is consistently ignored in most studies, namely the very structure of production and distribution networks. Centralised energy production may have been justified for fossil fuels since it was more cost-effective to transport the finished product (i.e. electricity) than raw material, e.g. coal. However a large amount of energy is spent (lost, wasted ?) transporting energy, often as much as 20% of initial production. Now with renewable forms of energy sources, you don't have this constraint because they're available everywhere in one form or another. For instance, centralised production of electricity from solar energy with huge "fields" of thousands of solar cell panels and feeding it into the traditional distribution networks, is completely anachronistic.
The natural overall distribution of renewable energy sources requires in my opinion an entirely new approach to energy production and distribution in order to make it affordable to anyone anywhere anytime.

Amin Pourbagheri @ Do you have this report in English by any chance? Are there noise restrictions in Iran for wind energy? I saw that the values found were one decibel over the limit but couldn't see what the limit was. Any other planning or zoning or sound guidelines?
