Obviously, you are studying 'control' from geopolitical point of view. If it is, than you may, first, define the forms of control: political, economic (trade, access to strategic row materials, access to markets, joint ventures), financial (use of currency, curency reserves, debt, investments), military, demographic, informational (news agencies, Internet providers, control on social media), cultural (TV production and emissions, movies, books, education, research, free of charge training and education, use of language,etc). Second, you may determine indicators in each of them. Note, GDP and military power are instruments of national power, but you have to consider them only if are used to establish control (for ex. German army is big, but not used recently to establish control). And one more, in geopolitics control is over 'space', not exactly 'country'. And third note, usually powers use different forms of control depending on the intensity of their interests.

An indicator is not a pure statistical but rather processed for the purpose of providing specific information
The indicators are not neutral ; depend on the context in which they are constructed and the purposes they serve
To be prepared , indicators need from a conceptualization of the phenomenon you want to quantify
In the case of the cultural sector , a particular challenge is there is no single understanding of what culture is , and there is no global models that can sustain a standardized system of cultural indicators .
Every system of cultural indicators is flawed because there is no way to express in statistics all experiences , practices , influences and impacts of culture
