Given the dynamic developments and innovation in computing, IT and Information Systems Industry, it appears that there is a shortage of well qualified professionals who will push the edge of innovation, research and development much further that we could possibly imagine.
This is a question being explored on many fronts. There are many studies, initiatives, etc on this subject.
Some are recruiting more women into the profession (see NCWIT.org, WiCyS.org, https://women.acm.org/, Girlswhocode.org, anitaborg.org, etc. Some of the findings have shown that computing becomes uncool often before the individuals gets to high school. Thus, we must reach many of these potential computer scientist/IT professionals before they get to high school. Some look at the lack of minorities in the field. Others suggest that the lack of role models for those who are not in the main demographic for computer professionals.
Last year, one of my thesis students explored whether healthcare professionals in careers that might be replaced by computers would seek jobs in computing but most stated that they would stay in their current area.
Computational thinking married to an entrepreneurial mindset that an AI can't replicate. Because it's not about speed, cheapest or quantity. But what's fundamental at the frontier of innovation, that resonates at the same time with social-economic developments of the time.

What are the most effective methodologies to train, educate and recruit future graduate and post-graduate students and scholars in Computing, IT & IS?

As robots, automation and artificial intelligence perform more tasks and there is massive disruption of jobs, experts say a wider array of education and skills-building programs will be created to meet new demands. There are two uncertainties: Will well-prepared workers be able to keep up in the race with AI tools? And will market capitalism survive?

We need to take a step back.
To spawn a generation of computer literates and masterminds we need to start early -- start training young people as soon as they can understand words and manipulate toys. We need to make sure that from an early age that children have access to technology. Let them play with technology so that they can develop the excitement about tech results; when they are not scared to turn a computer on and make mistakes. Let’s see more apps developed that have an impact on children’s lives (ease the pain of rote learning / make it fun). Let young people develop a love for tech.
We need to ensure that creative thinking is encouraged in children's formative years, so that innovation becomes the norm. At home and at school we should give children processes that spark the imagination and develop critical reflection. We need to give kids the ability to see what is happening around them; to make connections between seemingly unrelated processes and things. As parents and school teachers, it is our responsibility to give our charges the mind-frame that will enable them to expand the horizons of where technology can take the world. Accept alternative responses that are ‘out of the box’ and ‘over the wall’!!
This implies, that to grow fantastic IT people, parents and all schools need to be brought into the loop. They need to realise they are responsible for preparing future generations to develop and apply this wonderful computing resource. Then the seasoned IT professionals can pass on their knowledge to receptive minds.
