We can get S11 and S21 signal from the transmission and reflection measurements. What methods could be used to calculate permittivity, permeability, and impedance?
I would also like to know more about this. It is certainly a non-trivial thing to do. Here's something I found on it:

If it low loss material, u can use Nicholson-Ross-Weir method to do that.
But u had to find out the correct n to get it right.
I construct a NRW algorithm but i need a Teflon (PTFE) data to validate.
Please email me if u had it, usually Sparameter (s11, s21) and delay.
Inform me also the what kind of waveguide u used (rectangular or co-axial).

In that case u wont able to use a Teflon, cause the MUT is quite big rite?
"n" is the group delay for S21, u can get it from VNA or it also can be calculate. It's not give a significant effect to if your MUT is thin enough.
