Does soil moisture percent sensors on weight basis provides records on soil wet weight or soil dry weight ?

Suppose a soil moisture content percentage sensor records measurements based on water and soil weight (g) basis. What is more logical ? Is to give records on dry weight or wet weight basis? and why?
