I think that a lot of papers written and published in midle east and north Africa were forged previously. Some researchers are crazy to the hell ! We just evalute journals. But, what about writers ? Please, advise ASAP.

In the last decade, anumber of non sense automatically-generated scientific papers have been published, most of them were produced using probabilistic context free grammar generators. Such papers may also appear in scientific social networks or in open archives and thus bias metrics computation. This shows that there is a need for an automatic detection process to discover and remove such nonsense papers.

Low quality and fake articles are mostly published in predatory journals.
You mentioned: in "midle east and north Africa " Why you think so? Such predatory journals are everywhere Asia, Europe, ... Just check Beall's list of predatory journals:

There is only one reliable way to do it, which is to try to replicate their results.

forged data have been published world wide. sub continent Indo Pak is not an exception. In old age few scientists have disclosed this
Avoid predatory journals. Such forged works can be found in all over the world.
Better to depend on indexed journals.
