You can find a lot of published articles on this issue that highlights a huge range of challenges pointing towards problem or rather obstruction. In my opinion, ethical, social and multicultural issues are more important than lack of resources (although, doing research seem to be luxury to a lot of under developed countries). I think the most challenging thing is lack of facilities and equipment.Here in Iran our national microbial collection is not complete we still need to order some microorganisms from other countries.This is also true about the materials and devices.Ordering such thing is not always possible due to shortage of budget and many other reasons, Sometimes the analytical methods we use is not up to date so it may cause the result not be precise. Despite of all the challenges I mentioned I believe working in such conditions has an advantage,The harder the situation is the stronger we become.
