About 15 years ago, based on personal experience, I suggested that the adoption of new technology (GIS at that time) by an organization would be based on the availability of four relatively equal factors: people (number and skills possessed), data, technology (hardware and software and other), and organizational commitment (budget and otherwise outward support). Are these still valid today, for new technology in general, or have things changed?
