Do you think there are any other effective elements that can be added to this list?
General rules should include to be geologically stable, with some slope >2 degrees but not too steep < 5 degrees (provides some drainage and is not too expensive or difficult to settle and move items through it), close to a road (to be able to transport, water, blankets, cots, REMs, etc), not immediate to population centers if possible to avoid conflict and "not in my back yard" attitudes. Most of that criteria can be put in a Geographic Information System and pick from possible candidate places and make a decision based on desired size and local knowledge.
I agree with Dr. Pavon, start with geology and drainage system....
Should be statically safe (not compromised by the earthquake), Should be safe from aftershocks, should be able to house the required number of people from the perspective of sanitation, food and water, should be accepted by the people, especially from the perspective of gender (should allow privacy for women), age and ethnicity.
