I feel that th emost important development challenges are decent employment, meaning work that earns people a decent living. This can be independent work (self employment) or dependent work......
Equally important I would see to protect people from the wrath of nature in form of hazards, climate change. One should not forget that the wrath ckgrounds, and that having decent employment help better to protect oneself against the wrath of nature
