In terms of training of trainers, most recent teaching/ learning methods must be emphasized - example of which is Task-Based(or Supported) Language Learning. Trainers also need to learn to work and teach learners to work in a team - not in competition! As regards curricula, activities that require learners to think and apply theoretical knowledge into practice must also be stressed. In addition, materials have to be up to date and be based on the labor market's as well as students'/learners' needs, after needs analysis have been conducted!
This is really the point we are trying to address in the Philippines, with the dismal performance of our 15-year old students who took the PISA 2018 test. I believe our bilingual policy in education must be thoroughly reviewed, after its failure to improve students' proficiency both L1 and L2 . Language literacy is of prime importance if students are to gain competitive edge in this dynamically changing global - technological landscape. Critical, reflective , and creative thinking using the global language must be developed. Policy makers, institutions, teachers, parents and all stakeholders must join hands in redesigning the curricula and in engaging faculty for retooling and or reskilling . Indeed it takes the whole global community to raise and develop a child.
Elearning instructors should try to use in the best possible way the few resources in technologies for online teaching & learning they could have, particularly for the poorest countries (for example, if there is at least only one ingredient such as national TV as in the case of Venezuela, were even national TV online classes were a total failure, in our case was the training of trainers), but the differences are huge amount some underdeveloped countries & it is difficult to say which one resource could be in the list of ingredients.
Dear Abdennour Idir I personally and strongly believe that we should always appreciate what our students can become - and we must help them to make their potentials real - that's the push factor that'll help them to make their dreams real.
Es difícil dar una lista de estos ingredientes desde fuera sin ser experto, pero hay investigaciones que aportan con sus resultados (para hacerlo, quienes investigan ciertamente se han inmerso en la respectiva realidad) a través de datos y sus procesamientos. De acuerdo a mi experiencia docente creo que es básico producir un ambiente de confianza, de calor humano, de aceptación de los errores, de escuchar las soluciones o procesos de razonamiento que surjan en la clase expresado en el lenguaje que el curso maneje o utilice, aunque estén errados ¿conoce a alguien que nunca se haya equivocado alguna vez? y no por eso fue condenado; "una mala aceptación de respuestas erradas de sus alumnos muchas veces es una condena frente al curso". Recomiendo leer a María Inés Chacón sobre emociones en la clase de matemática. Finalmente creo que el mejor momento para enseñar algo a alguien es cuando ese alguien pregunta, así un ingrediente en un ambiente de confianza con la clase es dirigir su estrategia a producir preguntas.

I shall say professional and dedicated educators is a must. They act as the pillars to support and guide the growth and learning process of the learners. Second, a current, up-to-date curricular is important too to keep up with the progress and changes on a global scale. Third, of course, shall be the integration of technology if possible in which learners can access unlimited learning materials and expose to different technologies related to learning.
Connection and collaboration with industry, other global and local academic institutions for an enhanced exposure to best practices in the student’s field of choice. Technology and various platforms like MS Teams etc. will greatly help them especially in this new normal environment.
