I wonder why it is important to measure the validity and reliability of any research tool (/translated) before the final implication of that tool into a certain population?

Many articles are prepared and published online to measure certain scales' validity and reliability (e.g., PHQ-9, HADS, etc.). What if some of these papers do not show any proper validation process, but they have been published and still online. Also, they are being cited regularly. So, what could be the consequences of citing those papers?

I'd be glad if you could suggest to me your answer with references.
