The main factors for non-compliance with the protocol are as follows:
- The large number of cases with weak economic capabilities.
Lack of information on cases.
- The delay in sending the case by the parents to treatment.
The lack of clarity of the instructions for dealing with these cases.
- The weakness of the law in punishing violators of this protocol for such cases.
