Always think about the technology LAST.

You need to start with your outcome goals -- what do students need to know and be able to do upon completion of the course?  

Then ask yourself what kinds of learning activities can allow students to acquire the needed knowledge and skills.

Consider how to implement those activities in ways that will interest the students, motivate them, and keep them engaged.

Finally consider how you can use your learning management system tools to accomplish those activities.

There is trend towards more flexible learning environments, so the amount of flexibility in terms of mode (blended, mobile, e-learning, flipped) would be one factor that will influence the e-learning course design.
