I guess this is an exercise, so I'm just going to give you the hints.

First you have to build a solenoid: the better you wind the coil, the more field it will produce, since B is proportional to N x I / L, where N: number of turns, I: intensity, L: length of the solenoid.

Then, you have to introduce the magnetic sample in the middle of the solenoid, and you have to wind a pickup coil (also called secondary coil) in order to have a Hysteresis Loop Tracer.

It all depends on the parameters...what are you REALLY interested in..the field vs current ar one point..the field homogeneity..saturation properties etc etc..you may find a lot of hint in the IMMW proceedings (Intl magnet measurement workshops)and Also on the JACOW pages as well as in the CERN library ...CDS CERN..(all public access with free downloads.In addition you may look into the CERN accelerator school proceedings for magnetic measurements (via CDS CERN)

Secondly, You can use a magnetometer like a VSM, where you can provide powder samples of around 1mm3-2.5mm3 or you work with solid samples of similar size. It's quite easy to work with VSM. Further human errors in the first method can be reduced as well.
