Hello Claudia Sanjuan Salgado , the question is: What is "all the objectives that are proposed"? Because we have typology of welfare state and every state see different role of its "welfare state" (or social policy). Then every state is influenced its path-dependent for activities.

I think there are two key activities. They are REDISTRIBUTION of income and wealth (through progressive taxation) and REALLOCATION/REDIRECTION of investments in capital (in the widest sense of the word).
