Hi Thiago. Thats is good question. if you ask a seller about the prices for a TDR and FDR devices, normally, the firsts will be dozen times more expensive than the seconds. That should be reason to people to pay more to have the same parameter (bulk electrical conductivity). TDR measure travel time of electromagnetic waves and FDR measure frequencies.
The TDRs (good ones) are more curate and less sensitive to geometry of the device than FDRs, both need calibration if you need calibration if you goal is to have information about soil water content. If you need only some comparative results FDR can solve your question.
